Postion Summary

Reporting to the Senior Director of Innovation and Impact, the Programs Director provides strategic leadership for the development, coordination, and scaling of HACIA’s comprehensive, equity-centered construction and professional services workforce and business capacity training portfolio. The Programs Director oversees the Programs Department, manages and coaches the Programs team, monitors delivery efficacy and compliance, manages grant funded program budgets, and enhances relationships with key partners. The Programs Director will also be responsible for supporting HACIA’s membership, the administration of each program, processes and capacity building to promote a collective culture of excellence that upholds HACIA’s core values. A successful Programs Director brings deep knowledge of program management principles and experience leading business capacity and/or workforce training programs. They must have a strategic mindset, the agility to pivot quickly, and the curiosity to stay in tune with evolving changes in the construction industry ecosystem. They have experience managing and leading teams, implementing and monitoring the success of new programs as well as organizing program activities using teamwork and goal setting in a fast-paced environment. They will also play a critical role in long-term program strategy and expansion.

Essential Duties and Responsibilities

This position will require you to be able to complete the following essential duties, though this is not an exhaustive list and HACIA may amend this job description at any time and at its discretion:

Supervisory Duties:

  • Recruits, interviews, hires, onboards, trains, and guides new and current department staff.
  • Provides ongoing management, performance feedback to ensure high quality, compliant, and timely program delivery.
  • Oversee the daily workflow of the department and resource allocation.
  • Provides constructive and timely performance evaluations.
  • In collaboration with Leadership, handles performance feedback, discipline and termination of employees in accordance with company policy

Leadership and Collaboration:

  • Lead the development, implementation, and ongoing improvement of high impact workforce and business capacity training programs aligned with the organization’s mission and strategic objectives.
  • Develop, initiate and establish program goals, performance metrics, and success indicators for programs according to the strategic objectives of the organization.
  • Plan and adhere to the program budget and operations in collaboration with the Senior Director of Innovation and Impact and Grant Manager to ensure fiscal responsibility and compliance.
  • Create and implement evaluation strategies to assess program performance, report outcomes, and drive continuous programmatic improvements.
  • Supervise and manage all program staff involved to provide feedback and resolve complex problems.
  • Maintains and builds strong relationships with funders, stakeholders, community partners, and vendors.
  • Discover and recommend ways to enhance efficiency and productivity of procedures and people.
  • Works collaboratively with Membership department to coordinate and deliver effective resources to HACIA members.
  • Oversee Programs Department event planning.
  • Apply change, risk and resource management principles as needed.
  • Create plans to address any issues or discrepancies if/when identified by grantors.
  • Keep the leadership team informed with detailed and accurate reports including program status on outcome metrics.
  • Play a lead role in responding to requests for proposals seeking program funding.

Program Operational Management:

  • Ensures program administration, operations and activities adhere with all grantor requirements, grant agreements, legal guidelines, and internal strategic goals and standards.
  • Stays in tune with construction industry business and workforce trends to inform current and future training opportunities.
  • Tracks data, measurable outcomes, and ensures timely deliverable of goals.
  • Plan programs from start to completion involving deadlines, milestones and processes including planning of outreach activities.
  • Create balanced score card for Programs department staff and a program dashboard to track goals and timeline; establish consistent, objective program performance standards of accountability.
  • Establish measurable successes metrics and tracks program growth.
  • Create plans to address any issues or discrepancies if identified by grantors.

General Responsibilities:

  • Serve as an ambassador of HACIA’s programs, events and services.
  • Stay informed of construction industry trends and barriers to entry.
  • Actively promote and educate stakeholders about HACIA and services provided to its participants and members.
  • Participate in various HACIA events as required including annual events and monthly membership meetings.
  • Performs other related duties as assigned.

Qualifications:

Education/Experience: 

  • Bachelor’s degree in business management, or related field. Master’s degree preferred.
  • Minimum of 5 years’ experience leading grant-funded workforce or business capacity building programs; program administration is strongly preferred. Preference will be given to candidates with experience leading both types of training.
  • Minimum of 5 years’ experience in leading departments and leading teams.
  • Minimum 3-5 years of experience managing local, state, and/or federal grant budgets. Priority will be given to candidates with State of Illinois grant experience.
  • Advanced knowledge of the construction industry’s business and workforce trends is a plus.
  • Preference will be given to candidates with experience in project management of multiple initiatives
  • At least 3 years working in the non-profit sector or public sector is preferred.

Language Ability:

Excellent written and verbal communication skills in English. Spanish is a plus. Ability and comfortability with public speaking is a must.

Computer Skills:

Proficient in MS Office, particularly Word, Excel, and PowerPoint. Ability to lead usage of data tracking systems such as Salesforce.

Work Environment:

Work EnvironmentThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work environment is generally a normal office environment, but there may be occasions that require travel throughout the city and greater Chicagoland area. Employees are expected to work during the Company’s core business hours between 9:00am – 5:00pm. Employees will be given work schedules depending on department and project. The position will require occasional evening work to member events or activities.

Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at a time. Will be required to use hands to finger, handle or feel as well as reach with hands or arms most of the time. Prolonged periods of moving around event spaces/meeting locations during various events and meetings to prepare, organize, set up event spaces, and to network/build relationships with HACIA members as well as potential partners.
