Founded in 1979 as a non-profit 501 (c) (6) organization, the Hispanic American Construction Industry Association (HACIA) is a construction advocacy, training, and membership organization. With over 300 members, HACIA provides a range of technical and supportive services to assist minority, women, veteran, and disadvantaged business enterprises (M/W/V/DBE) in addition to workforce development training in the construction and professional services industries. Postion Summary
The Director of Finance is a newly established senior leadership role and serves as the chief financial steward and the head of the Finance Department. In partnership with leadership, informs the administrative operations, and strategic business planning of the organization. This leader ensures HACIA’s financial health, operational efficiency, and financial compliance across all programs, including member services, small business capacity-building initiatives, and workforce development training. The Director oversees all accounting, budgeting, financial reporting, audit preparation, grant and contract financial management, and organizational administration. The Director of Finance leads and manages individuals to ensure operational excellence, grants management efficacy, financial accuracy and stewardship. Must exercise sound judgement and commitment to confidentiality, integrity, and ethical standards.
Essential Duties and Responsibilities
This position will require you to be able to complete the following essential duties, though this is not an exhaustive list and HACIA may amend this job description at any time and at its discretion:
Financial Strategy, Planning, and Management
- Lead the development, management, and oversight of HACIA’s annual operating budget, multi-year financial planning, and cash-flow forecasting to support program growth and sustainability.
- Oversee preparation of business activity reports, financial forecasts, and annual budgets.
- Provide timely, accurate financial reporting and analyses, including monthly, quarterly, and annual statements; communicate key insights to the Executive Director, senior leadership, and the Board of Directors.
- Manage all financial aspects of grants, contracts, and restricted funding, ensuring accurate accounting, billing, reporting, and compliance with funder requirements.
- Monitor financial performance against budget and identify variances, risks, and opportunities to strengthen financial positioning.
Accounting, Compliance, and Audit Oversight
- Oversee all day-to-day accounting functions, including general ledger management, accounts payable, accounts receivable, payroll, and reconciliations.
- Establish and maintain internal controls, accounting standards, and financial policies to ensure GAAP compliance, GATA compliance, and operational integrity. Improve the finance department’s overall policy and procedure manual.
- Collate financial reporting materials for all donor segments, and oversee all financial, project/programs and grants accounting.
- Direct and coordinate the annual independent audit; serve as primary liaison to external auditors and the Finance Committee.
- Administer and review all financial plans and budgets; monitor progress and changes; and keep leadership team abreast of the organization’s financial status.
- Ensure compliance with all local, state, and federal regulations, including tax planning and annual tax filings.
Administrative and Operational Leadership
- Strengthen and manage organizational administrative processes, including contracts administration, vendor management, insurance, and risk mitigation.
- Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
- Implement and optimize financial and administrative systems, technologies, and processes to support scalability and operational excellence.
- Maintain and regularly update HACIA’s finance and administrative policy and procedure manuals.
Board and Executive Support
- Serve as a strategic advisor to the Executive Director on organizational financial health, investment decisions, risk management, and long-term sustainability.
- Prepare and present financial materials, forecasts, and investment-related analysis for board and committee meetings.
Additional Responsibilities
- Perform other duties and lead special projects as assigned to support HACIA’s mission and organizational growth.
- In collaboration with the Executive Director, development of long-term investment and reserve strategies that align with HACIA’s mission, risk tolerance, and growth objectives.
- Effectively communicate and present critical financial matters to the executive director and board of directors.
- Audits accounts to ensure compliance with state and federal regulations; coordinates with outside auditors and provides needed information for the annual external audit.
- Presents recommendations to management on short-term and long-term financial objectives and policies.
- Provides financial analysis, with an emphasis on capital investments, pricing decisions, and contract negotiations.

Qualifications:

Education/Experience:
- Bachelor’s degree in finance or accounting from four-year college or university and at least five years related experience; or equivalent combination of education and experience. MBA with concentration in Finance preferred. Experience in financial grant management and compliance. Experience with non-profit organizations is preferred.
Language Ability:
- Read, analyze and interpret scientific and technical journals, financial reports and legal documents. Respond to inquiries or complaints from customers, agencies, or members of the business community.
Mathematical Ability:
- Calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Apply concepts of financial principles.
Reasoning Ability:

Work Environment:
Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The work environment is generally a normal office environment, but there may be occasions that require travel throughout the city and greater Chicagoland area. Employees are expected to work during the Company’s core business hours between 9:00am – 5:00pm. Employees will be given work schedules depending on department and project. The position will require occasional evening work to member events or activities.

Prolonged periods of sitting at a desk and working on a computer. Must be able to lift up to 15 pounds at a time. Prolonged periods of moving around event spaces/meeting locations during various events and meetings to prepare, organize, set up event spaces, and to network/build relationships with HACIA members as well as potential partners.
