Building a National Coalition to Strengthen Competition in Federal Transportation Contracting

As Congress advances the 2026 Surface Transportation Reauthorization, there is a critical window to shape a more competitive, inclusive, and growth-oriented federal contracting marketplace.

HACIA will be in Washington, D.C. the week of May 17, 2026 (exact dates TBD), meeting with bipartisan congressional leaders to advocate for a modernized U.S. Department of Transportation (DOT) contracting framework—one that strengthens small business participation while ensuring long-term market competitiveness.

We are inviting peer organizations from across the country to join us in this effort.

The Challenge

Ongoing regulatory uncertainty and structural gaps in federal contracting have:

 

  • Limited small business participation
  • Reduced competition in infrastructure delivery
  • Accelerated industry consolidation

 

Without intervention, these trends will continue to weaken the cost-efficiency of our nation’s infrastructure marketplace at the expense of small businesses.

The Opportunity

We are advocating for a laddered small business framework that creates a structured pathway for firms to grow, compete, and succeed.

This includes:

 

  1. Establishing tiered Small Business Enterprise (SBE) participation goals
  2. Creating a laddered tier approach: emerging, small and mid-size firms
  3. Implementing guardrails to ensure programs reach intended businesses
  4. Strengthening accountability and performance metrics
  5. Modernizing mentor–protégé programs with measurable outcomes

 

This is a pro-growth, pro-business, bipartisan approach that benefits the entire contracting ecosystem.
