Founded in 1979 as a non-profit 501 (c) (6) organization, the Hispanic American Construction Industry Association (HACIA) is a construction advocacy, training, and membership organization. With over 300 members, HACIA provides a range of technical and supportive services to assist minority, women, veteran, and disadvantaged business enterprises (M/W/V/DBE) in addition to workforce development training in the construction and professional services industries. Responsibilities
The CEJA Incubator Program Lead (CEJA Lead) is responsible for successfully leading the delivery of HACIA’s CEJA Incubator Program. A successful CEJA Lead is a strong self-starter, comfortable with delegating, and is skilled at exercising sound judgement and front facing with stakeholders. Under the supervision of the Deputy Programs Director, the CEJA Program Lead is responsible for coordination of all phases of the CEJA Incubator program and supporting the growth and scale of the participating construction and professional services businesses. The CEJA Lead along with the Deputy Programs Director will ensure programmatic grant dollars are maximized and spent responsibly. The CEJA Lead will oversee timely collection and integrity of data required by the Grantor, with the goal of assisting qualified equity eligible participating businesses in entering the Green Construction space.
Essential Duties and Responsibilities include the following. Other duties may be assigned:
- Lead the execution of CEJA training approved by grantor (cohorts, webinars, in-person, etc) on
a variety of topics, including business agnostic skills related to managing and operating a
successful business, technical skills specific to the construction ecosystem, access to capital
and access to networks resources in collaboration and with the support of the Business Capacity
Programs Manager. - Develops the equity eligibility requirements for the CEJA Incubator participants based on CEJA’s requirements
- Lead the recruitment and selection of qualified candidates from R3 and environmental justice communities.
- Perform outreach and maintain collaborative relationships with key stakeholders, relevant service providers, and the construction/clean energy business community that will support equity eligible CEJA participants.
- In tandem with the Senior Director of Innovation and Impact and the Deputy Programs Director, CEJA Lead manages the Incubator budget, tracks spent down schedule and follows internal controls and processes.
- Ensures program is following DCEO guidelines on eligibility, data tracking, performance, deliverables, and partnerships.
- Maintain ownership of data integrity and ensures accuracy of data tracked in collaboration with Grant Manager and Data Analyst.
- In concert with the Business Capacity Programs Manager, onboards the CEJA team and monitors the performance of other program roles.
- In Collaboration with Deputy Programs Director and Business Capacity Programs Manager, identify subject matter experts to teach courses and lead the scheduling and class assignments.
- Troubleshoot and problem solve issues, escalating to proper parties when necessary.
- Lead the contract management of CEJA partnerships in collaboration with the Business Capacity Programs Manager.
- Provide ideas to the CEJA team and leadership around program improvements and interventions to ensure program goals are achieved.
- Continually conduct follow-up with participants and stakeholders and continue to provide advanced solutions as needed to promote program retention and success of participating businesses.
- Assist Deputy Programs Director in creating an operating plan for the program, to include contract compliance and training providers.
- Identify participant barriers and develop a plan with participants to ensure program completion.
- Maintain knowledge of resources available in the clean energy small business/construction business ecosystem.
- Manages the Business Development Specialist and oversees the delivery of business development and procurement opportunities for participants.
- Main point of contact with CEJA Workforce Hubs, Clean Energy Primes Accelerator Program and other key stakeholders in the clean energy space.

Qualifications:
