Under immediate supervision, this position performs technical work of a civil engineering nature in connection with the planning, design, construction and operation of transportation infrastructure. This position serves as a civil engineer trainee position for the department. Specific assignments will be made based on location (district or central office) and candidate qualifications at time of employment offer.

This position reports to an assigned supervisor. No subordinates report to this position.
The assigned position operates in a training environment. The incumbent will gain broadened experience in civil engineering areas such as planning, design, construction and operation of transportation infrastructure. The functions of this position vary based on the assigned area within the department.

Typical problems faced by the incumbent are the interpretation of plans and specifications while inspecting and directing the contractor’s personnel in compliance with the specifications. The greatest challenge is to balance the application of civil engineering principles to field conditions.
A Civil Engineer Trainee located in a specific district may assist in preparing environmental studies, geometric analyses, hydraulic analyses, design plans, special provisions, cost estimates and time estimates on highway improvement projects in accordance with current standards, specifications, policy procedures and good engineering practice. They may assist in construction layout, inspections, materials testing, computations and documentation required on various transportation construction projects ensuring projects are completed in compliance with specifications and provisions. They may also assist in bridge inspections, documenting bridge deficiencies, and preparing field notes for bridge repair projects. When located in a specific district, the incumbent rotates to various bureaus within the district as part of the rotational training program.
A Civil Engineer Trainee located in the central office may be assigned to the Bureau of Bridges and Structures, Materials, Operations, Safety Programs and Engineering, or Aeronautics. A Civil Engineer Trainee in the central Bureau of Bridges and Structures may assist in the structural analysis and detailed design required in the production of structural contract plans utilized in the construction of bridge and traffic structures. They may assist in analyzing and designing superstructures, substructure, foundations, retaining walls, culverts and other traffic structures.

They may assist in performing hydrologic and hydraulic analysis for highway stream crossings. They may assist in preparing and/or reviewing structure geotechnical reports and foundation and geotechnical aspects for structures. A Civil Engineer located in the central office Bureau of Materials may assist in conducting tests and analyses concerning materials investigations, developing and updating materials specifications, performing inspections of materials producers, and evaluating and administering experimental features.
A Civil Engineer located in the central office Bureau Operations may assist in developing and implementing policy and procedures associated with oversize/overweight vehicle permitting, vehicle weight enforcement, winter operations, roadside maintenance, accommodating utilities. A Civil Engineer located in the central office Bureau of Safety Programs and Engineering may assist in developing and administering programs for the improvement of vehicular, bicycle, and pedestrian safety. A Civil Engineer located in the central office Division of Aeronautics may assist with engineering tasks for airport projects within Illinois by reviewing engineering reports, plans, specifications, engineering agreements and recommending solution methods for complex designs or assist with the initiation, scope, coordination, development, review, and financial management of various airport planning projects and project specific environmental surveys, studies, and determinations for all airport project developments. The incumbent is governed by applicable specifications and departmental polices. S/He refers major problems or issues to their supervisor.
Internal contacts are with Illinois Department of Transportation personnel. External contacts include contractors, consultant engineers, other government agencies, and the general public. The incumbent may be required to work overtime, travel some distance to the job site, or be required to stay overnight.
The effectiveness of this position will be measured by the timeliness and accuracy of completed assignments provided by the incumbent.
Principal Accountabilities
1. Provides timely and accurate measurements, analyses, computations, and documentation related to assigned tasks. 2. Keeps supervisor informed of any problems encountered. 3. Job Responsibilities
This position is accountable for the management of the Construction Section which constitutes the supervision of all highway construction contracts from award of contract until final payment to the contractor.

This position reports to the Project Implementation Engineer. Reporting to this position are Supervising Field Engineers.
The highway contracting industry is an extremely competitive and highly productive industry with a short work season due to weather limitations. Most present day projects consist of rehabilitating existing highways and facilities which necessarily involves considerable contact and conflicts with adjacent property owners and businesses, local government officials, and existing traffic and utilities. Within this environment, the incumbent must resolve contract disputes and handle problems of access, drainage, materials and shortages of materials, the flow and control of existing traffic and problems due to conditions encountered during construction for which the plans do not provide solutions. These problems must be resolved expeditiously under the pressure of delaying costly construction operations and delaying the completion and opening to traffic of the highway facility.
Typical problems encountered by the incumbent involve determining the most appropriate solutions to the more complex engineering problems. The greatest challenge to this position is to ensure the proper management of the many projects that are under construction at the same time by assigning subordinates to the proper projects so that the quality and timeliness of the projects will not be compromised.
The incumbent is responsible for ensuring that all highway and bridge construction projects on the state system and federal-aid projects on the local system are constructed in accordance with the plans, specifications, estimates and good engineering practice. The incumbent reviews and approves contractor schedules for all construction projects. S/He is responsible for assigning project workload and personnel to Supervising Field Engineers; determining the validity of contractor claims, time extensions and change order requests; determining the proper scope of work for proposed highway improvements; determining the applicability of design features and standard specifications to particular problems encountered in the field; and determining the most appropriate solutions to the more complex engineering problems associated with urban construction which are made more acute by lack of available right-of-way and high traffic volumes.

The incumbent accomplishes accountabilities through the following staff:
Supervising Field Engineers – who supervise engineers and technicians engaged in the construction inspection and layout of assigned related construction projects in a specified geographical area. They also provide general supervision to federal-aid projects on the local system in their assigned area.
Project assignments requiring consultant and contractor inspection and layout are referred to the Project Implementation Engineer along with a recommended usage. The incumbent’s actions are governed by state and federal policies, plans, standard specifications, and special provisions. This position is expected to exercise considerable independent judgment in the overall management of the section. The incumbent recommends staffing needs, promotions, salary changes, and disciplinary action for subordinate personnel. Problems such as major delays in construction projects are referred to the Project Implementation Engineer along with a recommended solution. This position requires an Illinois Professional Engineer License; a valid driver’s license; extensive travel within the district and occasional outside the district which could include overnight stays; 24-hour on-call availability; occasional overtime and outdoor work in a variety of conditions including, but not limited to, inclement weather (hot, cold, wet, windy, muddy), active construction sites, roadways open to traffic and/or off-road areas inhabited by insects, snakes, poisonous plants, etc.
The incumbent has frequent contact with the central office and other district bureaus and sections. Other significant contacts are with contractor’s management personnel, state officials from other departments, local governmental officials, private citizens, news media and the Federal Highway Administration. This position requires extensive districtwide travel, occasional statewide travel; and occasional overtime. The position requires the ability to work outdoors in a variety of conditions including, but not limited to, inclement weather (hot, cold, wet, windy, muddy), active construction sites, roadways open to traffic and/or off-road areas inhabited by insects, snakes, poisonous plants, etc.
The effectiveness of this position is measured by the quality and timeliness of construction work completed, the amount of engineering cost required, the number and severity of complaints received from the general public, the promptness in which the incumbent handles these complaints, the degree of harmony that exists between the incumbent, the contractors’ forces and other state and federal agencies.

Job Responsibilities
This position is accountable for the supervision and direction of personnel engaged in the geotechnical activities of the district as they relate to the planning, design, construction, and maintenance of the highway system.
Subordinate Personnel: 2 Direct; Up to 7 Indirect Number of Soils Reports Annually: 5-30
Contract Value of Projects
Requiring Soils Reports: $500,000 to $120 million Value of Construction Program: $50 to $300 million
This position reports to the Materials Engineer. Reporting directly to this position are the Subsurface Investigation Supervisor and the Geotechnical Field Supervisor. Other positions may report to the Geotechnical Engineer on a temporary basis.
This position is accountable for supervising the geotechnical unit whose work includes performing subsurface investigations for roadways and structures, pavement coring and subgrade testing, investigations of slope failures and recommendations for repairs, inspection and testing of earth embankment construction, and density tests on hot mix asphalt. These activities are performed within an environment of diverse conditions of terrain and weather which necessitate frequent scheduling and priority changes.
Typical problems are directing, motivating, and coordinating the section to implement a geotechnical program that is often shifted or accelerated by program pressures; establishing and maintaining a positive and responsible working relationship with technical staff from consulting firms and state, federal, and local governmental agencies; initiating investigations and subsequent recommendations for action to take when soil failures are anticipated or have occurred. The decisions often require immediate solutions, and the consequences of mistakes can be monumental. The greatest challenge is making effective use of foundation and embankment materials to avoid costly failures or expensive overdesign.
Job Responsibilities continued
The incumbent personally implements appropriate laboratory tests and develops parameters for forecasting soil behavior under different situations. From this base of information, the incumbent provides detailed analysis and recommendations regarding design criteria and construction procedures. The incumbent reviews design plans to ensure they have adequately addressed the soil requirements and follows through the construction phase to ensure soil treatment techniques are adequate. Priorities are established for the annual boring program and adjusted as necessary. The incumbent accepts or rejects borrowed materials, reviews roadway soil reports and structural geotechnical reports submitted by consultants and recommends treatment when soil or foundation problems are encountered during construction or on existing pavement and foundation structures. Pozzolanic mixtures, soil cement, lime modifications, and stabilization procedures for subgrades are designed and supervised by the incumbent through the construction phase. Nuclear density testing procedures for embankments, aggregates, and hot mix asphalt are monitored for correct technical procedures and for meeting testing intervals.
The incumbent accomplishes his/her accountabilities through the following staff:
Subsurface Investigation Supervisor who, with a staff of 2 to 3, is responsible for supervising the drilling of borings in the district, analyzing and logging soil information, arranging for permission to enter private property, supervising the maintenance and repair of the drill rig, and aiding in the preparation of subsurface investigation reports and soil profiles.
Geotechnical Field Supervisor who, with a staff of 1 to 4, is responsible for ensuring effective embankment construction practices and subgrade controls. In addition, this position is accountable for assuring the proper placement and compaction of hot mix asphalt pavements, stabilized shoulder, hot mix asphalt pavement patching, and granular materials by supervising the in-place density testing of these materials as they are placed on construction projects within the district.
The incumbent is given wide latitude in accomplishing all geotechnical activities because of the highly specialized nature of the work. The incumbent is governed by state and federal standards and the principles and practices of soil mechanics. Usually, only technical problems of great impact are referred to the section chief or the central Bureau of Materials for resolution. The incumbent has the responsibility for hiring, disciplining, and training subordinates.

The incumbent has frequent internal contacts with the Bureaus of Program Development for field investigations and reviews and/or compiles geological data to provide soil reports and recommendations for construction; Operations for soil strength analysis for traffic signal foundations and for problems involving soil failures and drainage related issues; Project Implementation Construction Section for monitoring the geotechnical aspects of projects and recommendations on plan changes; and Central Materials for questions regarding specifications and policy and for technical assistance. Outside contacts include consultant drillers, consultant design firms, contractors, property owners, the Illinois State Geological Survey, the Illinois Department of Natural Resources, universities, as well as local and federal agencies for soil-related problems. This position requires occasional travel inside and outside the district, with the possibility of overnight stays, possible overtime during evenings nights, weekends and holidays.

Principal Accountabilities
- Ensures subsurface data is gathered for the proper analysis, evaluation, and interpretation of soils and foundation conditions involving highway improvements.
- Conducts investigations of soil problems encountered on construction projects and recommends remedial measures to correct the conditions.
- Develops and implements district specifications and quality standards involving geotechnical work.
- Compiles data, analyzes, and prepares and reviews geotechnical reports as required for highway improvements.
- Reviews design plans and monitors embankment and foundation construction controls.
- Coordinates investigations, performs slope stability analyses, and provides design recommendations for repairs of slope failures.
- Prepares mixture designs and performs evaluation in the field for lime, pozzolanic and Portland cement, and modified subgrades.
- Monitors all nuclear density testing procedures for earth embankments, aggregates, and hot mix asphalt placed within the district.
- Responsible for providing and maintaining a safe work environment for employees; trains, motivates, and evaluates staff.

This position is accountable for the planning, implementation, and coordination of Day Labor projects statewide involving construction, reconstruction, specialized and emergency repair of road/bridges, and related facilities on the state highway system.

This position reports to the Engineer of Day Labor. Reporting to this position are the Operations Superintendent and Resource Management Technician.
This position works in an environment that coordinates on a statewide basis for specialized road/bridge maintenance, construction, and repair activities requested by the districts for projects that are too large or complex to be performed by the districts’ highway maintenance forces. These projects can’t be contracted due to emergency situations or other comparable conditions. This position is also responsible for providing assistance and expertise in structural problems relating to maintenance and repair of bridges.
A typical problem and greatest challenge for this position entails planning, estimating, scheduling, and ensuring completion of high priority projects and emergency road/bridge repairs, consistent with available resources, in an expeditious manner so that the motoring public is not adversely affected.
This position is responsible for technical supervision and engineering expertise needed by the subordinate staff in-house and their subordinate project supervisors in the operation of field units and the steel fabrication shop. The incumbent participates in the development of the annual Day Labor program and work schedule. The incumbent keeps the Engineer of Day Labor apprised of progress on all work. Field investigations are required to inspect and evaluate damaged bridges, some of which are at considerable heights. The incumbent will prepare estimates of cost and bills of materials prior to awarding of these programmed, experimental, specialized, and emergency projects. They will periodically review progress during construction to give consultation and maintain liaison with the district for compliance with the plans, special provisions and State of Illinois Standard Specifications for Road and Bridge Construction (SSRBS). Operations Superintendent, who is accountable for the oversight of road and bridge repair performed throughout the state. This position directs on a statewide basis emergency, experimental, and programmed road/bridge repairs.
Resource Management Technician, who is accountable for the review of plans and specifications to ensure acceptable detailing and to determine material requirements for the Day Labor road/bridge repair and construction program.
The incumbent has the freedom to exercise independent judgment in making decisions relative to engineering problems, equipment, construction techniques, and maintenance procedures. Only matters of a highly sensitive nature are referred to the Engineer of Day Labor for resolution. The incumbent is constrained by departmental policies and procedures.
The incumbent has internal contacts with staff in the Bureau of Bridges and Structures, Construction, Materials, and the district Bureaus of Program Development, Project Implementation, and Operations for the purpose of accomplishing responsibilities and furnishing expertise in matters relating to road/bridge maintenance and repair. Externally, the incumbent has contacts with various labor unions, the Department of Labor, state purchasing agents, private construction material vendors and equipment suppliers for the purpose of accomplishing Day Labor Road/bridge repair and maintenance activities. Job Responsibilities
This position is accountable for developing and implementing motorcycle safety programs and associated projects designed to reduce the frequency and severity of motorcycle crashes throughout the state. This position serves as the assigned coordinator within Illinois.
Collaborates with state agencies and motorcycle stakeholders: 5 – 7 Oversees grant agreements: 1 – 3 Monitors training classes: 50 – 75 annually Manages grantee budgets: $6.4 million annually
This position reports to the Motorcycle Safety Manager. There are no subordinates reporting to this position.
This position works in an environment of development and improvement of motorcycle safety training programs within a prescribed section of the state. Both the development and improvement will help reduce the frequency and severity of motorcycle crashes compared to the number of registered motorcycles. This position gathers and disseminates current technological studies and findings in the field of motorcycle safety, develops public information programs that help increase enrollment in training programs, evaluates training materials, and assists in procurement of training equipment. The incumbent will communicate with faculty of the state university system or community agency and is challenged to demonstrate a high level of competence and knowledge of the training curriculum. This position is the primary advisor on technical matters pertaining to motorcycle safety. The incumbent will identify the casual factors in motorcycle crashes as well as requirements for rider training. This position will maintain well organized and carefully supervised training programs that are effective in improving rider skills and reducing the frequency of crashes. The importance of motorcycle rider training is increasing to the national academic and research community concerned with traffic safety. Every year more states implement statewide training programs. One result of this is the increase in the number of materials being published on new training concepts and experiment results. The incumbent must maintain contact with professionals in this field nationwide to evaluate such information.

Typical problems include resolving regional issues with inability to meet training program manual requirements, finding solutions to unexpected shortages in training equipment, improving timely submission of training program promotional efforts, and monitoring the training program. The greatest challenges in the position are identifying regional training needs in communities with significant numbers of motorcycle registrations and crashes, motivating training center officials to adopt training objectives that address these needs, and developing project contracts that can produce the desired training at the lowest cost per student.
This position is responsible for analyzing state and local community motorcycle data to identify significant crash problems or potential problems indicated by motorcycle registrations. This position will establish and maintain contact with regional training center officials, motivate and assist them in the development of effective planning and training activities to ensure that program manual requirements are met, identify training center inventory equipment, evaluate requested budget items, and directly monitor training classes. Other functions of this position include reviewing, processing, and tabulating training progress data and claims for reimbursement from the regional centers, writing responses to inquiries from legislators, outside agencies, and the public, developing training promotional programs and materials, assisting with program evaluation studies, and reviewing and implementing the recommendations made because of these studies. This position inspects training sites to assure the range complies with the Cycle Rider Safety Training Program (CRSTP) Manual requirements. The incumbent will review all public information materials concerning the CRSTP to recommend improvement that will increase program effectiveness.
The incumbent operates within the constraints of the CRSTP Manual regulations and requirements. This position operates within the broad provisions of the Cycle Rider Safety Training Act. The incumbent will help negotiate regional center budgets within the constraints of historical training needs for some programs. Future programs may be developed in response to changing types of motorcycle use and experience of rider which will require analysis involving interpolation of costs from similar program needs. The incumbent is afforded considerable latitude in the performance of their duties. Only highly sensitive problems are referred to the Motorcycle Safety Manager with the recommendation for resolution.
The incumbent maintains contact with grantee staff within their sector of responsibility to ensure high training quality, productivity, and curriculum uniformity statewide. This position maintains contact with the Bureau of Data Collection, Motorcycle Safety Foundation, motorcycle organizations and non-profit organizations in the motorcycle safety field nationwide to evaluate such information. This position requires frequent statewide travel which may include overnight stay. Successful completion of a background check is required.

This position is accountable for administering the Traffic Operations Section of the Bureau of Operations in developing policies, procedures, and programs relating to the installation and maintenance of traffic control devices. This position ensures the fabrication and rehabilitation of highway signs, advises the department on safety, operational concepts, programs, and practices. This position also reviews and institutes traffic regulations to ensure the safe, economical, and efficient operations of the highway transportation system in the state.

Typical challenges of this position relate to the development and testing of new devices and techniques for the safer and more efficient use of the highway system. The incumbent exercises substantial independent judgment in making decisions concerning a wide variety of complex technical problems and is afforded broad latitude in the exercise of duties. The incumbent will consult and keep the Engineer of Operations informed of the major aspects of the work.
The incumbent will maintain frequent internal contact with staff in other central bureaus and the district offices for the purpose of coordinating activities relating to traffic operations and safety work. External contact is maintained with various local agency representatives, the Federal Highway Administration (FHWA), legislative staff representatives, attorneys, and private citizens regarding traffic laws. This position is accountable for managing the activities of the Ratings and Permits Unit to ensure the development of safe load limits for all state-maintained structures and the approval of overload permits for structural adequacy through the American Association of State Highway and Transportation Officials (AASHTO) bridge rating software and by other methods as necessary.

This position reports to the Structural Services Section Chief. Reporting to this position is the Bridge Ratings Group Engineer.
This position operates in an environment of management and structural engineering expertise to direct unit personnel in the structural analysis and rating of all newly constructed state structures and the monitoring and when required, the reevaluation and re-rating of existing structures on the state system. The incumbent directs the review of overload permit requests prior to issuance to ensure structural adequacy. The incumbent directs the posting and/or closing of deficient structures.
Problems of this position faced by the incumbent include the necessity to direct the closure or posting of structures. Such actions usually result in significant difficulties and inconvenience to the travelling public and may involve economic losses to communities served. The incumbent is required to explain the reasons for closure in terms understandable to the general public and provide engineering justification to other professionals. The incumbent must also determine the structural adequacy of aging structures which are unique and experiencing rapid deterioration. The greatest challenge is to manage the evaluation of the structures on the state system and ensure that proper and current load limits are established. The incumbent ensures that structures susceptible to major structural problems are identified and continually monitored to avoid structural failure.

The incumbent personally manages and directs the personnel in the Bridge Ratings and Permits Unit in the analysis and rating of structures using the AASHTO bridge ratings specifications, The Manual of Bridge Evaluation (MBE), and the AASHTO bridge rating software. The AASHTO software determines load carrying capacities, postings for deficient structures, maintains a structure database for all state structures, and analyzes overload permits requests which exceed the legal limits. The incumbent monitors and develops departmental procedures and guidelines for bridge loadings and ratings and maintains the chapter on Ratings of the Structural Services Manual. Through the MBE, the incumbent initiates, develops, and monitors the methods utilized to calculate load carrying capacities and directs the closure of structures that are found to be structurally deficient. The incumbent monitors, and when called upon, assists in the development of the MBE. The incumbent maintains current knowledge and understanding of the new Load Resistance and Factor Ratings (LRFR) specifications in the MBE, which are developed by AASHTO and are expected to be the basis for all bridge ratings nationally. The incumbent serves as the department’s representative at the AASHTO bridge rating software user’s group committee meetings to help shape the development of the software. The incumbent responds to questions from other states, universities, structural engineers, researchers, and laymen concerning subjects related to this specialized field. The incumbent represents the department in the structural review of non-state bridges vital to the state’s transportation needs. The incumbent prepares special reports within the scope of accountabilities. The incumbent motivates, evaluates and develops subordinates to maintain a high level of employee morale and work performance.
The incumbent accomplishes accountabilities through the following staff:
Bridge Ratings Group Engineer who, with a staff of engineers, is responsible for performing the structural analysis and rating of state structures. The incumbent is responsible for the review and approval of overload permits which exceed the legal limits and the posting of deficient structures.
The incumbent has wide latitude in implementing departmental guidelines and the Bridge Ratings and Permit Unit procedures. The incumbent informs the Structural Services Section Chief as soon as practical of the necessity to close a structure.
The incumbent is in constant contact with the Office of Planning and Programming; the Bureaus of Information Processing, Operations, and Construction; the districts, private trucking firms, and contractors to accomplish the responsibilities assigned to the Bridge Ratings and Permits Unit. The incumbent S/He is also in frequent contact with AASHTO and the Federal Highway Administration (FHWA) personnel during the performance of the assigned duties. Occasional statewide travel with overnight stays is required. The effectiveness of this position can be measured by the ability to manage the Bridge Ratings and Permits Unit to effectively rate structures, respond to emergency structure situations, and the ability to protect the state’s large investment in structures.

- Investigates and approves closing or placing of load limits on state structures.
- Monitors and develops departmental guidelines and procedures for bridge loadings and ratings and maintains the Ratings chapter of the Structural Services Manual using the AASHTO MBE and LRFR specifications.
- Keeps abreast of technical advancements in structural engineering, structural computer systems, and the AASHTO bridge ratings software.
- Motivates, evaluates and develops subordinates to maintain a high level of employee morale and work performance.

The incumbent in this position serves the district Bureau of Operations by coordinating the acquisition, maintenance and disposal of vehicles and equipment. This position is accountable for the management of the Airport Construction and Materials Section which is accountable for the implementation, direction, and coordination of the general supervision of all airport construction within Illinois involving state, local, and/or federal funds. Acting as the local airport sponsor’s agent, this position directs the consultant engineer and contractors to ensure that airport projects are completed according to the approved plans, specifications, and progress schedules. In addition, this position is responsible for providing technical guidance, coordination, evaluation, and approval of the inspection, testing, quality assurance, and certification of all materials and job mix formulas (JMF) used in the construction of airport projects.

The Department of Transportation, Division of Aeronautics (DOA), acts as agent for the airport owner (sponsor) for all matters involving the development of any public air navigation facility by virtue of the authority of Illinois Aeronautics Act. The incumbent’s work environment is characterized by provisions of the Illinois Aeronautics Act which requires and directs the Division of Aeronautics to regulate and supervise aeronautics within the state, with aeronautics defined as the design, establishment, construction, extension, operation, improvement, repair, or maintenance of airports. The Division of Aeronautics shall not expend any funds appropriated or made available for any work upon any such project that is not contracted for and constructed or developed under the supervision or direction of the Division of Aeronautics. The Division of Aeronautics administers the federal Airport Improvement Program (AIP), in part, through a cooperative memorandum of agreement (MOA) with the Federal Aviation Administration (FAA) known as the state block grant program (SBGP) agreement. Approximately seventy-five (75) public-use airports throughout the state are eligible to receive federal, state, and local program funds to plan, create, develop, and improve airport facilities. This position is the state’s primary construction and materials engineer who is accountable for assuring that the consultant engineering firms properly supervise the contractor’s activities to certify that the project is being constructed in accordance with the plans and specifications. The incumbent maintains and promotes a unique working relationship with the consultant engineering firms and their resident engineers to ensure that quality construction is obtained efficiently and economically. The incumbent’s responsibilities are fulfilled by visiting each construction site and making inspections as required with the resident engineer, if appropriate, the contractor, and/or airport representative. The incumbent initiates preconstruction conferences between the resident engineers, the FAA, the airport representative, and contractor to discuss the overall project scope, contract requirements, unique problems anticipated, and the general work sequence in order to ensure that adequate plans have been made before construction begins. Final inspections are arranged by the incumbent with all appropriate parties in attendance who verify completion of the project in accordance with the plans and specifications. The incumbent is also responsible for providing expertise to the Office Intermodal Project Implementation (OIPI) and consulting engineers in the JMF design and quality control of all materials used in the construction of airports throughout the state. This is accomplished through the review of all special provisions, JMF designs, education of consultant personnel, drafting of material specifications, and the coordination with highway district personnel and testing and engineering consultants to provide testing and material inspection for airport projects. Reporting indirectly to this position are the consulting engineers, their supervisors, resident engineers, and testing engineering consultants and their staffs.

Typical problems encountered by the incumbent include determining on-the-job site procedures for the proper execution of the construction activities while maintaining a high degree of safety for the flying public; establishing and requiring a minimum acceptable standard of performance for airport construction practices; investigating complaints; mediating controversies that arise between the resident engineer and the contractor; approving all contractors, subcontractors, and resident engineers progress schedules; assisting the Airport Design Section in developing specifications for new materials, equipment, and ideas; and the development of procedures to determine the adequacy of materials before they are incorporated into the projects. The incumbent must maintain quality assurance of materials and testing even though the coordination of the program is frequently interrupted with changes in consultant personnel. The incumbent must be responsive to the work schedules of contractors ensuring a timely uninterrupted flow of inspected materials to the project while meeting the requirements of the contract specifications. The greatest challenge to this position is to resolve the many complex airport construction and materials problems to the satisfaction of all contractual parties while striving to provide and maintain a cooperative working relationship with consultant engineering firms, airport sponsors, the FAA, contractors, and other state officials, both inside and outside the department.
The incumbent personally directs the development of change orders and performs the necessary coordination between all contractual parties with the required justification and documentation; investigates and makes recommendations for contract time extensions; recommends approval of change orders; approves payments for work completed, materials stockpiled, and/or disallowances; approves payments to engineering firms and contractors for the construction phase of a project; ensures maximum federal participation by working closely with the FAA representative; schedules all necessary meetings with appropriate parties such as preconstruction conferences, job inspections, final inspections, and final contract cost negotiations; and ensures the accuracy of as-built plans. The incumbent coordinates with highway district personnel who inspect materials used by OIPI on airport construction projects; serves as OIPI expert on materials; may assist the Airport Design Section in reviewing proposed material specifications prior to incorporation in plans; approves proposed material substitutions on airport construction projects; reviews field and laboratory test results; resolves complex material problems and takes appropriate action; in keeping with FAA grant requirements, certifies that all materials used in the project substantially meet specifications; and may conduct training seminars for the consulting engineering firms. The incumbent is responsible for the operation of the section and has the authority to recommend to the Bureau Chief of Airport Engineering the promotion of subordinates. The incumbent exercises independent judgment on decisions concerning complex engineering problems. The incumbent interprets policy, directs adaptation of new methods and procedures, and represents the OIPI/DOA in all matters involving the construction phase and materials used in airport projects. The incumbent has complete freedom on technical matters within established engineering codes and standards. The incumbent has broad authority to make decisions on construction and material issues using OIPI/DOA and FAA policies and procedures as a guide. S/He keeps the Bureau Chief of Airport Engineering informed on construction and materials issues, especially those that are, or could be, controversial. The incumbent is constrained by departmental safety rules.
The position has frequent contact with the OIPI/DOA staff concerning approved materials, lettings, specifications, documentation, auditing, contract additions, design changes, claims, and construction problems. In addition, the position has frequent contacts with the Office of Highways Project Implementation Bureaus of Construction, Materials, Design and Environment, and Land Acquisition; and the Office of Programming and Planning. The incumbent has frequent contacts with contractors, suppliers, FAA, consulting engineering firms, airport authorities, park districts, cities, port districts, county and state-owned airports concerning prequalification, materials, funds, construction, contracts, and change orders. Frequent statewide travel with occasional overnight stays is required.
The effectiveness of this position is measured by the incumbent’s ability to provide safe, timely, well-constructed, cost effective airport construction projects to serve the public. Other indicators of effectiveness are the timeliness of resolving problems and the maintaining of a high level of cooperation with all contractual parties. In addition, the effectiveness of this position can be measured by the incumbent’s ability to execute and administer the OIPI/DOA construction quality assurance, material certification, and corrective action to materials problems in a timely manner.

Qualifications

Role:
The Real Estate Development Director will be responsible for leading the real estate development activities to advance the work under the economic development pillar of Puerto Rico Town.
Key activities will center around the following along Division Street:
- Acquiring critical properties;
- Coordinating the renovations and upgrades to the building stock;
- Supporting small businesses in accessing renovated storefronts;
- Securing capital to support economic development activities.

JOB SUMMARY A Project Executive of Construction Management (PX) at BEAR is responsible for day-to-day actions of his/her team, and the financial well-being of multiple projects under his/her supervision. A PX shares all the same responsibilities as a Senior PM but has demonstrated more experience in managing complex projects (Projects involving 24+/- of the 36 trade divisions, and/or multi-phased or technical projects) and/or increased volume of projects over a longer period of time. A Project Executive is expected to oversee at least $20 million in annual volume, based upon profitability.
The PX provides direct oversight and support for assigned Senior Project Managers and Project Managers on major tactics and resources to ensure we are delivering projects that comply with customer expectations and are in accordance with established operating plans. They have authority for supervising the project management team, negotiating contracts (signing contracts requires a senior leader), managing budgets, and ensuring all reporting is completed using company sanctioned software and procedures. In addition, they are responsible for facilitating the training and mentoring of BEAR employees.
A Project Executive of Construction Management is expected to build a network and closely work with the Business Development team to identify, and nurture clients to build a profitable backlog and to acquire future projects.

- Oversee the timely completion of all accounting-related duties, such as invoicing, collections, AP invoice approvals,
contract issuance and quarterly reporting (WIP, Projections, etc.) using company sanctioned procedures and software.
- Champion integration of all company sanctioned software such as Procor, Viewpoint, etc. This includes training and
implementation to ensure all members of the team are up to date and all reporting is completed in a timely manner.
- Understanding of current market trends.
- Provide value engineering options where applicable to benefit clients’ project goals.

QUALIFICATIONS
- Minimum fifteen (15) years construction management experience in a variety of markets and project types.
- 6+ years of proven experience as project lead on large complex projects and/or increased volume projects of $20
million annually.
- Demonstrated leadership ability in challenging and fast-paced environments.
- Demonstrate the ability to delegate in order to build subordinates skills and empower them to make better decisions.
- College Degree – (Construction Management or Engineering preferred) or construction experience.
- OSHA Safety Trained, experience in quality, health, and safety standards.
