From assisting eligible companies in obtaining minority certification to connecting construction workers with quality employment opportunities, HACIA can help you or your business maximize your potential.
For Businesses:
Minority Certification Assistance
HACIA provides companies with the information and tools to gain certification as a Minority-Owned, Woman-Owned or Disadvantaged Business Enterprise (M/W/DBE). HACIA can take your company through all stages of the minority certification process--from providing up-to-date information on eligibility requirements to preparing and submitting the proper paperwork.
Small Business Development Seminars
Provided in partnership with the Illinois Department of Commerce and Economic Opportunity (DCEO).
HACIA is committed to the establishment and growth of small businesses throughout the United States. Toward this end, we co-sponsor Small Business Development Seminars that equip local businesses with strategies to enhance operations and ultimately, their results. Attendees learn best practices from industry leaders on topics including:

Supportive Services to DBE's
Provided in partnership with the Illinois Department of Transportation (IDOT).
HACIA offers supportive services to certified Disadvantaged Business Enterprises (DBE) that are part of Illinois's highway construction industry. The main goals of HACIA's DBE supportive services are to increase the total number of DBE's participating in Illinois's federal-aid highway program, and to contribute to the overall growth and self-sufficiency of DBE's in the state of Illinois.
Specifically, HACIA's DBE supportive services consist of:
Pre-Award Assistance:
-Analysis of plans and specifications;
-Project site inspections;
-Preparation of quantity take-offs;
-Development of labor and production schedules;
-Estimation of project overhead costs;
-Preparation of bid quotes;
-Referrals to prime contractors
Post-Award Assistance:
-Submission of pre-construction documents;
-Preparation of production schedules;
-Development of purchase orders;
-Support at project site meetings with
contractors and IDOT
Bilingual Safety Training
HACIA has partnered with the Occupational Safety and Health Administration (OSHA) and the Illinois On-Site Safety and Health Consultation Program to provide resources that improve workplace safety for Chicago's Hispanic construction workers. Primary among these activities are periodic bilingual safety trainings that outline OSHA regulations to Spanish-speaking workers.
Blueprint & Specification Room
Located within HACIA's 3,500-sq ft. West Loop offices, a spacious Blueprint and Specification Room is available for use by minority-certified companies.
For Individuals:
Workforce Recruitment & Advancement
HACIA provides assistance to qualified construction workers seeking employment. Applicants register on HACIA's comprehensive employment database and are contacted once applicable opportunities arise.
In addition to employment services, HACIA also provides applicants with information and referrals to local training programs and partner agencies that can help improve their job skills and health.
